The sign was in the same location that ours had been in at another time. I'm new in the area and didn't know where the picnic location was so I shared my cake with some neighbors. I don't believe a Neighborhood Association can have covenants without also being a Homeowner's Association, which we are not. First, we would have to organize as a Homeowner's Association. I would expect the way to do this in an established neighborhood would be to ask all the owners to vote on it. But would it have to be unanimous?
