ANNOUNCEMENTS

ECNA meetings for the remainder of year 2010 are scheduled for July 8, September 9, and October 14 – the second Thursday of their respective months.  Meetings will be conducted from 6:30 PM to 8:00 PM at APD’s Jeff Russell Memorial Foothills Substation at 12800 Lomas Boulevard NE.

 

Mayor Richard Berry will speak at the next meeting of the District 8 Coalition of Neighborhoods.  The meeting is scheduled for Thursday, May 27, at 7:00 PM at the James Joseph Dwyer Substation located on Montgomery Boulevard just east of Tramway Boulevard.

 

 

MINUTES OF THE MAY 13, 2010 MEETING OF THE ECNA BOARD

Attendance

The meeting was called to order at approximately 6:30 PM at APD’s Jeffrey Cole Russell Memorial Substation.  Attending were Jay Brotz, President; Raymond Dymale, Vice President and Secretary; John Minks, Treasurer; and Suzanne Kersten, Director.  Nena-Joy Almodovar and Rod Kontny, both Directors, were absent.  Also attending were Emily Holzknecht, Judy Minks, and Vivienne Stitelman and her grandfather.

 

Treasurer’s Report

John Minks disclosed that the Association has $1670.11 in its savings account, and the checking account balance is $197.25.

 

Old Business

Jay Brotz announced that the Association would sponsor a picnic on June 5 in lieu of a neighborhood garage sale event due, in part, to concerns about encouraging criminals to visit the area.  Picnic details are presented below under New Business.

 

Judy Minks provided information on several topics.

1) A total of 14 intersections were reported for deteriorating street signs.  The City updated all 14 intersections as well as quite a few more with new signs by the middle of April.  Residents are encouraged to report any intersections in need of new street signs.

2) On March 4, seven properties were reported to Arturo Manzanares with the Zoning Enforcement Department.  He responded that he sent initial letters to all seven on March 11.  Of the seven, he is still working with two of the properties.  One has illegal storage in the driveway. The second property is still working on moving cars from the front yard, and Mr. Manzanares has sent another letter to the owner of the property as well as the tenant.  If there is no response within the next 15 days, he will then issue a pre-criminal summons.

3) Michael Sanchez of the Parks Division claims that the playground equipment slide for Embudo Hills Park is still on order.  Payment has been approved, but the vendor is just slow, possibly due to the economy and perhaps having to lay off workers.

 

John Minks has suggested that the ECNA adopt the Embudo Hills Park, a two-year commitment that entails monthly inspection and sweeping the sidewalks.  Judy Minks offered to serve as the primary custodian and moved that the Association proceed with adopting the park.  The motion was seconded by Suzanne Kersten and approved by acclamation.

 

John Minks reported that Association members have devoted two Saturdays to gathering trash along Tramway Boulevard in lieu of the City’s Clean-up Campaign.

 

New Business

Jay Brotz summarized plans by CVS Pharmacy to establish a retail outlet in the Skyview Center.  The entire west section of the shopping center except the former bank building will be replaced with a new structure.  The Skyview Center sign will be replaced with an electronic display similar to other CVS Pharmacies and the same height as the Walgreen’s sign.  One-third of the sign will be devoted to CVS while the remaining two-thirds will accommodate other businesses at the site.  CVS also plans to erect a second sign near the west wall.  According to Mr. Brotz, the Association does not plan to participate in any zoning hearing regarding the new sign.

 

Considerable discussion was devoted to planning the neighborhood picnic that is scheduled for Saturday, June 5, at Embudo Hills Park.  A flyer is being prepared, and Jay Brotz stated that CVS Pharmacy agreed to contribute $524 to pay for postage.  John Minks expects to borrow furniture from Kirtland Outdoor Recreation on the base.  He will also purchase some of the food for the Association.  Neighborhood residents will be asked to RSVP to the web site and contribute side dishes.

 

Raymond Dymale mentioned that several years ago, such a neighborhood picnic served as the annual meeting where Association Officers were elected.  Jay Brotz replied that the annual meeting is currently scheduled for July 8 as listed on the flyer that was distributed in January.  It is too late to reschedule the elections.  Mr. Brotz asked which Offices are open for election this year.  Raymond Dymale said that he would consult the Bylaws for guidance.

 

Jay Brotz said that he would contact the City regarding invasive vegetation that is growing near the intersection of Tramway Boulevard and Indian School Road.

 

Emily Holzknecht announced that the City will conduct a meeting on May 19 regarding the Bikeways and Trails Master Plan at the Erna Fergusson Public Library.  More information can be found at http://www.cabq.gov/bike/documents/pdfs/public_open_house_flyer_05-03-2010.pdf.
